If you’re Lady Gaga, you  wear a Victorian/leather-inspired creation. At least she covered up and isn’t wearing a unitard, bubbles or Kermit the Frog smock.

Same can’t be said for Miley Cyrus, who’s just being Miley in this dress:

 It’s not the worst thing she’s ever worn, but she is a 17-year-old meeting the Queen. Maybe Miley wanted her to catch a glimpse of her modestly-placed tattoo.
